Heindri A. Bailey, Managing Director
Heindri holds a Masters Degree in International Studies. In addition to this he completed a certificate in Risk Management (RAU and SAID), the CMSID Certificate (US Air Force Special Operations School, Hurlburt Field, Florida, USA) and a Certificate in Chinese Studies (Chengxi University, Taipei, Taiwan).
For the past four years he served as managing director of Managing for Excellence. His primary focus areas are political risk analysis, corporate-social risk analysis, counter party integrity analysis and intermediary consulting services. Highlights during this time include: Being commissioned by the African Capacity Building Foundation to edit a book on Parliamentary Practice (to be published in June 2009); commissioned by the South African Army College (Project 2020) to undertake a study on the impact of Chinese involvement in Africa on the African security environment (delivery October 2009); developing a strategic youth development programme for the Office of the Premier (Northern Cape); developing and managing a database verification system on land claims for the Western Cape Land Claims Commission; commissioned to be responsible for the overall research management of the Parliamentary Millennium Programme (18 projects across South Africa); Chief Researcher in the development of the Oversight and Accountability Model for the South African Parliament, as well as the Best Practice Guide for Committee Oversight.
Between 2001 and 2004 he served as Senior Researcher & Special Assistant to the Speaker of the National Assembly of the South African Parliament, Dr. Frene Ginwala. During this time his responsibilities included supporting the work of the Speaker regarding the Global Commission on Human Security (CHS), the Global Coalition for Africa (GCA), the African Union (AU), the New Partnership for Africa’s Development (NEPAD), the African Peer Review Mechanism (APRM), the Pan African Parliament (PAP), and the Presidential Spier Initiative (Israeli-Palestinian conflict resolution initiative). He was further responsible for political, social and economic research and the drafting of Speeches, monitoring Legislation and Protocols, and developing appropriate explanatory memoranda for the Speaker.
Prior to his deployment to Parliament he was head of the Department of Political Science at the Faculty of Military Science of the University of Stellenbosch, Senior Lecturer in African and Security Studies, guest lecturer at the Department of Political Science of the University of Stellenbosch, as well as, guest lecturer at the School for Public Management and the Stellenbosch Business School. |
